

Il carbonio degli edifici non è solo un problema di chi costruisce. Si calcola con i dati di chi produce i materiali.
Tra i produttori di laterizi, isolanti, serramenti e calcestruzzo è diffusa l’idea opposta. Il quadro normativo dice altro. Dal 2028, nell’Unione europea, i nuovi edifici con superficie superiore a 1 000 m² dovranno dichiarare la CO₂ equivalente generata nell’intero ciclo di vita. E quel valore si calcola a partire dai dati dei prodotti.
In breve: se i vostri dati non ci sono o non sono confrontabili, il progettista userà valori generici. Di norma meno favorevoli di quelli reali.
Perché i materiali

Il settore degli edifici e delle costruzioni è responsabile di circa il 37% delle emissioni globali di CO₂ e di quasi la metà dell’estrazione mondiale di materiali (United Nations Environment Programme & Global Alliance for Buildings and Construction, 2026). È coerente che la regolazione passi dall’energia consumata ai materiali impiegati.
Il Regolamento (UE) 2024/3110 sostituisce il Regolamento (UE) n. 305/2011 e si applica dall’8 gennaio 2026 (Regolamento (UE) 2024/3110, 2024, art. 96). La novità principale per voi è la dichiarazione di prestazione e di conformità, che deve includere la prestazione ambientale del prodotto lungo il ciclo di vita. Gli obblighi arrivano per scaglioni (Regolamento (UE) 2024/3110, 2024, art. 15 e all. II):
Dall’8 gennaio 2026
I quattro indicatori sul cambiamento climatico: totale, fossile, biogenico, uso del suolo.
Dal 9 gennaio 2030
Ozono, acidificazione, eutrofizzazione, esaurimento delle risorse e consumo di acqua.
Dal 9 gennaio 2032
Particolato, radiazioni, tossicità e uso del suolo.
Il calcolo si fa con il software gratuito della Commissione, con fattori di caratterizzazione coerenti con la norma EN 15804. La dichiarazione confluirà nel passaporto digitale dei prodotti da costruzione (Regolamento (UE) 2024/3110, 2024, artt. 15 e 75-77).
Due precisazioni ne chiariscono la portata:
Chi ha già una valutazione del ciclo di vita (LCA) di prodotto basata su dati primari di stabilimento parte avvantaggiato. Gli altri hanno alcuni anni per colmare la lacuna.
La direttiva sulla prestazione energetica nell’edilizia (EPBD) impone di calcolare il potenziale di riscaldamento globale (GWP) nel ciclo di vita e di riportarlo nell’attestato di prestazione energetica (Direttiva (UE) 2024/1275, 2024, art. 7):
Il quadro di calcolo comune è fissato dal Regolamento delegato (UE) 2026/52, in vigore dal 24 maggio 2026. Considera produzione dei materiali, costruzione, uso, sostituzioni e fine vita (European Commission, 2026a).
Il termine di recepimento della direttiva è scaduto il 29 maggio 2026. A luglio la Commissione ha avviato la procedura di infrazione, con lettere di messa in mora a tutti i 27 Stati membri (European Commission, 2026b).
Il ritardo nazionale non sposta le date del 2028 e del 2030: le fissa la direttiva.
Chi dovrà calcolare il GWP di un capannone o di una scuola avrà quindi bisogno di dati di prodotto verificati.
Il Codice dei contratti pubblici obbliga le stazioni appaltanti a inserire nei documenti di gara almeno le specifiche tecniche e le clausole contrattuali dei criteri ambientali minimi (CAM) (Decreto legislativo 31 marzo 2023, n. 36, 2023, art. 57).
Per l’edilizia i CAM del DM 23 giugno 2022 sono stati abrogati e sostituiti dal decreto del 24 novembre 2025, pubblicato in Gazzetta il 3 dicembre 2025 ed entrato in vigore sessanta giorni dopo. Il decreto adotta esplicitamente la definizione di prodotto da costruzione del Regolamento 2024/3110 (Ministero dell’Ambiente e della Sicurezza Energetica, 2025). Norme europee e acquisti pubblici italiani usano così lo stesso riferimento: i dati di ciclo di vita.
Una EPD fatta per il catalogo e poi lasciata ferma non basta.

Screen-reader optimization: we run a background process that learns the website’s components from top to bottom, to ensure ongoing compliance even when updating the website.
